A garda said she was not objecting to bail but was seeking strict conditions due to the quantity of drugs.
Judge McHugh agreed the value "is significant" when the garda gave the value estimate.
The judge granted bail on condition Mr McGill continues to live at his home address, surrenders his passport to gardaí and signs on daily at Finglas garda station.
He was also required to provide a phone number to the gardaí and be contactable on it at all times.
The judge said the DPP's directions would take time and adjourned the case to May.
The accused, who has not yet entered a plea, was remanded on bail to that date.
