An 'artist' has managed to draw an image of a penis on a frozen river in Swedish city Gothenburg, with officials finding the artwork hard to remove.

The image, which has angered locals and residents of the area, was drawn by a talented artist in snow that fell on top of the frozen moat.

However, Gothenburg City Council ruled out the possibility of removing the offensive drawing for fear the ice where the penis was drawn is too thin.

"They judged that the ice would not stay put. They did not dare to go out on to the moat and consequently the artwork is there until thawing weather returns," Darko Brankovic, director of Gothenburg's Parks and Landscape Administration told Swedish outlet Aftonbladet.

Brankovic added that he could "understand both those who think that the penis is offensive and those who only see the fun in it all."
